GILROY PROPOSES ANTI-GRAFFITI PLAN

Republican Mayoral Candidate, Prosecutor Announce Neighborhood Protections

September 9, 1999

INDIANAPOLIS – Republican mayoral candidate Sue Anne Gilroy today announced a plan to "fight the blight" of graffiti in Indianapolis neighborhoods, helping to crackdown on vandalism, preserve property values and prevent neighborhoods from reaching a "tipping point" where more serious crimes may then occur.

Gilroy was joined by Marion County Prosecutor Scott Newman as she endorsed a multi-point plan to combat graffiti and pledged to cooperate with Newman in prosecuting crimes against property if she is elected mayor. Gilroy and Newman's plan includes:

A Mobile Graffiti Eradication Unit, comprised of city workers and young adult and juvenile offenders, that will respond rapidly to complaints of graffiti;
An anti-graffiti ordinance, similar to those in other cities, that would make "taggers" (vandals) and their parents bear the financial costs of removing graffiti;
Enforce the suspension of drivers licenses for those taggers convicted of graffiti offenses;
Cash rewards for tips leading to the arrest and conviction of graffiti taggers;
The use of surveillance measures, such as infrared and time-lapse photography, to proactively catch taggers in high-graffiti areas; and
The training and utilization of "arm writing experts"—similar to handwriting experts—so taggers caught committing one act of graffiti can be held accountable for other acts.

"Graffiti is a growing problem in many areas of our city," Gilroy said. "It is a crime that signals the coming onslaught of more serious crimes, drugs and violence. I will make it a priority to fight the blight on our neighborhoods when I am mayor."

"These are new ideas that we can use to eradicate this blight on our neighborhoods. I look forward to working with Sue Anne as our next mayor to implement these ideas," Newman said. "She's a tough lady who'll get the job done."
